Ethics & Disciplinary Code

World Federation of International Speedsoft Sport (WFISS)

1. Purpose

The Ethics and Disciplinary Code of WFISS establishes clear standards of behaviour and discipline for all individuals and organisations under the Federation’s jurisdiction. It exists to uphold the values of fairness, sportsmanship, and integrity, and to ensure accountability across all levels of the sport.

2. Scope

This Code applies to:

  • Athletes
  • Coaches and team staff
  • Referees and event officials
  • National federations and clubs
  • WFISS board members and committee personnel
  • Any third party acting under WFISS authority or in official capacity

It is enforceable at all WFISS-sanctioned events, and violations may result in sanctions at both national and international levels.

3. Core Ethical Principles

All participants in Speedsoft governed by WFISS must:

  • Compete honestly and fairly
  • Respect all competitors, officials, and spectators
  • Avoid any form of corruption, discrimination, or harassment
  • Refrain from violence, intimidation, or threats
  • Protect the sport’s integrity against manipulation or match-fixing
  • Act in the best interest of the game and its reputation at all times

4. Prohibited Conduct

4.1 On-Field Violations

  • Cheating (e.g., ignoring hits, using unauthorised equipment)
  • Abusive language or gestures toward opponents or officials
  • Physical altercations or threats
  • Repeated unsportsmanlike behavior

4.2 Off-Field Violations

  • Doping (covered under separate WFISS Anti-Doping Policy)
  • Bribery, betting, or match manipulation
  • Fraud, misrepresentation, or forgery
  • Abuse of position or authority within WFISS structures
  • Discrimination based on race, gender, religion, orientation, or ability
  • Harassment or bullying in any form

4.3 Organisational Misconduct

  • National bodies failing to enforce WFISS rules
  • Cover-ups or obstruction of investigations
  • Interference with match officials or event logistics
  • Non-cooperation with disciplinary procedures

5. Disciplinary Process

5.1 Reporting

  • Violations must be reported to the WFISS Disciplinary Committee in writing.
  • Reports must include detailed descriptions and, if possible, supporting evidence (video, testimony, etc.).

5.2 Investigation

  • The Disciplinary Committee will initiate a confidential investigation
  • The accused will be given the opportunity to respond to all allegations

5.3 Hearing

  • Hearings may be conducted virtually or in person
  • Both sides may present witnesses or material evidence
  • Proceedings are recorded and archived for transparency

5.4 Ruling

The Committee will issue a ruling that may include:

  • No action (if unfounded)
  • Warning or reprimand
  • Suspension (temporary or permanent)
  • Disqualification from events or rankings
  • Fines
  • Expulsion from WFISS membership or leadership roles

6. Appeals

All rulings may be appealed to the WFISS Appeals Board within 21 days of notice. In the case of serious sanctions, the final level of appeal is the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.

7. Sanction Guidelines

While each case is judged individually, the following general guidelines apply:

Sanctions may be increased if behaviour is deemed deliberate, malicious, or damaging to the sport’s reputation.

8. Reinstatement

Suspended individuals may apply for reinstatement after serving their penalty, provided they:

  • Demonstrate genuine rehabilitation
  • Comply with any mandated ethics or behavioral training
  • Have not committed further violations

Reinstatement is not guaranteed and is subject to approval by the Disciplinary Committee.

9. Confidentiality & Transparency

  • Investigations are confidential to protect all parties involved
  • Final decisions and sanctions may be made public in the interest of transparency and deterrence
  • WFISS maintains a publicly accessible record of sanctioned individuals and bodies

10. Final Authority

The WFISS Disciplinary Committee is the ultimate authority on all matters governed by this Code unless superseded by appeal. All members agree to this Code as a condition of membership, participation, or affiliation with WFISS.
